The kill switch has been finicky for me... I have a feeling the kill switch is not working. how can I bypass it to test this hypothesis... the wire colors running to my kill switch and starter button are black, black/white, red/yellow, and green. I have a multimeter as well if this is helpful

If the kill switch has two wires just unplug it to bypass it. If it has 3 wires that is different.

there are 4 wires going to both the kill switch and starter button on the right hand side of the handle bars

Thats classified as a 3-wire kill switch, it's simple, just connect the green to the jumper wire going to the start button which is the black wire. Leave the red/yellow alone on the start button and disconnect the black/white and put tape on the end so it will not ground out.

both green and black from the harness go to green on the starter or just black from the harness goes to green from the starter and green from the harness disconnected?

I tried it both ways and I got nothing when I pressed the starter button... however if I touch red/yellow to green or black... the starter motor turns don't know if that is helpful or not

That would be correct and it's again simple. Your start button has red/yellow on one terminal. That goes directly to the starter relay and is the ground side. Hook a green wire from any ground to the other side of the start button, press your brake handle and hit the start button.
On the kill switch the main thing is to make sure the black/white cannot touch ground at any time, it grounds out your CDI.

btw... FRANKENSCOOTER (my new nickname for my scooter) is ALIVE. I got it running today and took it for a quick spin. my next problem is I can't get the air filter box back on the carb. I've pulled it off and put it back on a dozen times with no problems

HAHAHA, Get a little bit of oil on your finger or a paper towel and wipe the inside of the opening with the oil that will help it slip onto the carb. Alleyoop

tried that... haha... the lip "folds" on itself when I push it on at one spot... :

It folds over because the tube has wires inside and it accordens itself. You need to grab it by the end and work the end on. If I was there it would be on in a minute that is why we are so highly paid Alleyoop

Here is your SOLENOID wiring match the colors to your wires on the switch and you will know what happens. Alleyoop
