Hi Chris, What it means if when you turn the FUEL RATIO MIXTURE screw in either direction is that the PILOT JET and OR ITS PASSAGE are CLOGGED. You may have cleaned out the PILOT JET but NOT the passage. In front of the BUTTERFLY there are VERY TINY holes where the fuel from the PILOT JET get sucked out and those are probably clogged. You have to take the Carb off and take the JET OUT and make sure you can see DAYLIGHT through the JET. The jet is very tiny also but you should see daylight looking through it. If not you need to get a tiny wire and get it to go through and pull it back and forth. Then with the PILOT JET out spray Carb Cleaner into the PILOT JET hole and here is where SPRAY SHOULD COME OUT. Alleyoop HERE IS A BASIC SCHEMATIC OF FUEL FLOW FROM A CARB: HERE IS WHERE SPRAY SHOULD COME OUT WHEN YOU CLEAN OUT THE PILOT JET PASSAGE:
