Once more can I go to Cycle Salvage here in Boise and find a relay that will get me by until I have enough cash to get the right one. What are the parameters I can get away with?

Yes they are pretty much generic, Some have a fuse on them so check if yours has a fuse on it if not any dealer will have them. Alleyoop

Yes Alley is right and Marvin some of the 250's have the diode and some don't so if you don't see anything close to the R/R like in the picture then don't worry about it.
Marvin your charging system is A-OK and needs nothing. You passed all of the tests and still have very good charging voltages. I'm sure it's even better since you cleaned all the grtounds up, Good job!
I'm with Alley your starter relay is going south or possibly the starter but the relay is cheap and needs to be replaced before we even consider the starter, it's common for them to go bad.

I'm going to say the relay is toast as well. Yeah no diode. All of these issues is indicitative of the progressive decline until 1 hour ago. No wonder, I'll post tomorrow. I'm sure my high reading was due to good contact, the relay just said no.

The bike only has 2500. Km on it or about 1800 miles it. What is the function of the relay? Once it's started does juice flow through constant or is its job only at starting . I'm trying to think of why it would just die and then start back up. Or is this usually the first sign of a relay on decline?

The relay is like light switch the light switch has the live wire and a ground when you flip the switch it makes contact with both contacts and the light gets passed the juice. Same thing with the relay when you press the start button it flips the contact inside and passes juice to the wire going to the starter. Now when it Clicks it is the electricity you are hearing just like a spark plug but it is not making contact with the other terminal to pass the electricty from the battery to the starter. Alleyoop

The starter relay or solenoid which is another common name has a little coil of wire and like Alley says when engaged acts as a switch. It magnetically pulls a little contact bar across the two large terminals that your cables are bolted to.
That's why we told you you can take a screwdriver and touch the terminals together on the outside and the starter will engage, it's the same thing except you're doing it manualy.
When a relay is going bad like yours possibly is the contact bar inside is generally corroded or is burned in a way that it's not making good contact thus not sending enough battery amps to the starter thus the dragging you are having. Since you found loose wires to the relay from the battery and going to the starter this added to the relay heating up and now not making good contact. A starter that is going bad can cause the same thing.
Another way the relay goes bad is when the little coil inside burns up, when this happens the relay will not engage at all and one can know by the simple screwdriver test after they make sure the relay has voltage to engage.
They are cheap, have seen them on Ebay for as little as $10 so even if this is not the problem it's a cheap way to eliminate one of the possibilities.

Question? The old relay wire, is one with green and red, the other is red and yellow. The new one is yellow with green stripe, and yellow with red stripe. How do I know for sure to keep the same path as orginial?

Well here is what I did to make sure. I used the old plug in and spliced the exact color route to make sure. This way I know for sure.
