Ok good deal Jr. I'll hook the lights back up. This model does not have an off/on switch for lights; I wish it did. Access is pretty simple to plug the lights back it. I don't have anything torn off; Yet? Be right back with the results.

Ok with the lights hooked up at idle it climbs to 14.44 reved up, around 14.55. Once I kill it and leave the lights on, we drop to 12 as one would expect.

My fan has not kicked yet FYI. Could this be a heat related deal not water wise but electrical?

So far so good so now we need to fire her up with the lights on and let her run until the fan kicks on and do a voltage test. Also put the lights on hi beam too.
Also for some simple tests to see if we have anything that could be dragging it down if you can while we are waiting for the fan to come on turn on the turn siganls one at a time and check the voltage, hit you brakes and check the voltage with them on and it running.
BTW if you have OEM tail/brake light bulbs in they draw a lot of watts on the brake light side. make sure your brake lights are not on until you press a brake handle. Some scooter batteries will slowly drag down with the brake light on all the time due to a stuck closed brake light switch. Changing out to LED's gains one some extra charging volts.

The fan has been working as it should, no prob there. My light are not dragging as well. I usually do a light check in a reflection or at dawn so all good there. I'll start and wait until the fan goes and monitor the amps and watch for fluctuations in changing highs to signals. Maybe I just wiggled the right wire . Nah!

I just went to start it and I got the really slow turnover again. I haven't messed with anything since the last test?

Ok with lights and highs and brake lights we are at 13.45, 13.46 and with fan on we go to 13.12 and eventually up a little.

I doubt this is the solution, but I checked and tightn wires, the big red ones; pressed wires leading to the starter two day ago. Have not found a secure ground to locate and check to see if it needs tending.

Simply put all of your charging voltages are very good, with all the load on including the fan at 13.12 you'll not have a weak battery.
So if it's slow starting which I would call dragging the problem is one of three things:
Poor ground wire connections. You need to check the black battery cable where it hooks up to the frame and make sure it is making good connection by cleaning the paint off and making sure it's tightly hooked up. You need to make sure the ground cable to the engine is clean and tight and hooked up to the same grounding spot on the frame.
poor starter relay or the red battery wire connections to it: again make sure they are claen and tight from the battery to the starter relay and from the relay to the starter.
Starter going bad and dragging pulling way too many amps.
Now after you check all of these wires and if it still drags when starting then we can do a simple test to see if the starter relay or starter is going bad.
Simply take a screwdriver and cross the two large terminals on the starter relay where the red batter cables hook up. If it spins over niclely with no drag the the starter relay is going bad, replace. If it acts the same and drags then the starter is going bad. Of course this test is dependant on a good fully charged battery.

That ground wire your talking about is the one I'm concerned about and have not gotten a visual. Tell me if I follow you right. Follow the black wire from battery and make sure it's grounded right. Then check the red starter wire that leads from the battery to the starter it's self. The round cylander part right? Then you say the relay. What I am seeing it two big red wires that lead from the battery and the starter and they end up on a rubber insulated mount of sorts? Is this the relay ? If so I checked them and tightened them 2 day ago. They were not tight, but not loose, I pressed it with my finger and they moved. Red flag. BUT! When we talk about the ground wires I am super suspicious about those, can you give me general sides or areas to check? How many? Or just follow from battery? Thanks JR.

Is the ground from the engine,seperate from the battery ground? Do they split or are they seperate?

Another thought and I'll shut up before checking the grounds. When we mention dragging, it doesn't do it every time. If I were electricity, it's as if something is in the way before or sometimes it fully engages ; like a crapy painted ground I'll bet.
