All good ideas. The red wire going to the rubber thing you mentioned is the starter relay, when you press the start button it engages and sends voltage to the starter. Yes you need to trace the red wire to the starter because if it's loose like the two wires you found to the relay then it can cause this.
Yes generally the ground wire from the battery (black wire) goes to the frame and has another wire/s hooked to this spot too and goes on to the engine. Generally a ground wire on the engine will be secured with a engine bolt somewhere in the starter area most of the time but it doen't matter the engine must be grounded. If it isn't then make up a good ground wire and do so. As you stated paint on the frame where the grounds hook up is a no no must be clean.

Found the Two ground wires and the one little green. Sure as shit their painted black. I'll fix that!

Should the regulator or the steel vented square box next to it be sanded as well? I can't think of the dang name.

Yes Marvin, make sure your R/R and the little box you are talking about is grounded well. This box your talking about is probably the blocking diode. Does it look like this? Make sure they are bolted up to a clean non-painted surface. JR

Well I'm test driving it now . I sanded and scraped down to metal as best I could on both sides. Found another ground wire close to the starter. We shall see. The regulatedr seemed tight and nothing looked out of place. Stay tuned.

Should I secure a clean surface? There?

Hey J.R. I just got home with the scooter, it's still hit and Miss, or I have about 60% confidence of it turning over easily . It did it again but starts. I'm going to look at the reg, and make sure the surface is clean. I'll look for the diode.

Re checked and tightn and sanded regulater, all red wires, and grounds. The reg was mounted on painted surface . Not anymore. Now at idle with lights on I'm reading. 14. 39 no fan on yet. It's an improvement. Stay tuned.

Well I heard a click before starting. It stArted, but now all I get is a click coming from the relay. I'm pretty teed right now.

BEAUTIFULL on the charging. Now the clicking sounds like your relay went south. To test jump the two terminals on the relay and IF it turns the starter your relay is bad. Alleyoop

Just to double check. Take a screwdriver and touch both of them at the same time correct? With key on? Brake on as well just like I was going to start it normal?

I double checked for a screw up and will check again tomorrow. Is the 14.15 reading indicitative of the relays last rights, before passing? Is this part generic, can I just go grab one ?
