So the petcock was bad and allowing fuel to flow THROUGH the Vac line. Good you checked that that would make it run really rich. Now the feel gauge get a set that has .004 and .005 inch feelers in the set. Most start at .008 which is to wide of a gap.
After you adjust your valves correctly it will act a lot different then IF the carb needs adjustment Just follow the Procedure I posted above and you should be just fine. Alleyoop

Before I make the valve adjustments... i wanted to get y'alls opinion... Before I "found out" that it was both the fuel filter and a leaky petcock valve (which I think came from me spraying carb cleaner in it, as a last ditch effort thinking that at that point it was the petcock valve, but I may have screwed things up), I cleaned my carb... I have never cleaned the carb before, I put things back together, but I truly think in my mind that it was the fuel filter the whole time and taking the carb apart and putting it back together got things out of whack. the reason I'm thinking that is because I didn't have problems before... and if it was the fuel filter the whole time, then if I didn't mess with the carb things would have been ok, correct? before that 2 weeks of not driving it, I had no problems. I'm kind of confused in that aspect, because I didn't bother either the fuel filter or the valves. Logically I can't figure either out... besides keeping things running kept thing some sort of build up from happening.
Is there something I could have done when I cleaned my carb and put it back together that I may have not done correctly? I was very careful in making sure that the rubber gasket and all of the screws fit back when I put the carb back together...
in troubleshooting should I start with the valves and work further?

Yes, when you think you have a fuel problem, always start checking the Fuel FLow to the Carb First. Always take the Fuel Line off the carb put it in a container and crank it. Fuel should flow and stop when you stop cranking. Now if fuel DOES NOT flow but dribbles out then Take the Fuel Filter off and crank it again If it now flows YOU NOW know that the fuel filter is Clogged. If it still does NOT flow then you know its the Petcock or Fuel Pump and you THEN CHECK the Vacuum hose going to it to make sure it is not cracked or what not. If its a Petcock you can test it by you doing the Suction on the Vacuum hose to then check if there is a problem with the suction from the motor. If it flows when you apply suck on it but doing it with the motor cranking it does not then you know it could be your valves are to tight and not creating enough suction to open the diapghram in the petcock.
Well cannot say if you put the carb back together correctly, but you can turn the Fuel Ratio screw clockwise until it stops and then turn it out Counter Clockwise 2 1/2 turns that will allow it to suck enough fuel for it to start and idle and run, It may need fine tuneing but the scoot should run not to badly it may be right on all motors are different. That is always good to do IF YOU took out the Fuel Ratio screw when you cleaned it. You may have put it back in either to Lean or to rich of a setting.
Right now if it want to start CRANK it then take the plug out and see if it is WET OR DRY.
If it is DRY you know no gas is being sucked in
If it is WET then you either are Flooding it or you have NO SPARK. Alleyoop

thanks. i'll definitely try all of that soon. my scooter isn't starting at all now :-( just the relay is making a clicking noise.

you need to get a live voltage reading and watch it while you try to start the scooter .

Ok, first thing to check is if its your relay that went south, Touch BOTH terminals on the RELAY that will send the JUICE directly to the starter bypassing everything else. If that spins your starter then the RELAY is bad and all you will get is CLICKING from it.

Al , a weak battery will click the relay . Jumping it will make it turn the starter , but if the battery is weak it will click and not turn .

I need help my scooter runs fine while driving on the road but all the sudden it's like all the electricity goes off on my gas scooter and it shuts off then when I try to start it I have cranking power for the starter but it won't turn over cuz there's no spark but after a while if I wait it kicks back on can that problem be the stator that is overheating and cutting off

A petcock is a little round metal piece that has 3 tits coming off of it…one to run a line to go to the fuel tank, one to run a line to go in the bottom of the carburetor, and the other to run a vacuum line to the top of the carburetor. It’s a fuel pump basically. It’s bolted to the frame between the middle and the back of the scooter between the fuel tank and the carburetor.
