Depends on just what you want? You can still get a new in the crate older model year 250 for around $1500 delivered and of course it's Chinese. Good PDI, change all the fluids, etc. you can have a good scooter if you can turn a wrench a little.
Now if you're looking for a name brand type then for that money you'll more than likely land a good used model or a good Craigslist buy?
Again depends on what you want?

Shop around and see if you can pick up a Hyosung MS3-250 or United Motors Xpeed250i.
