what does it do? how do I hook it up? The wire insulation is braided with male bullet connectors at the end

This is more than likely a resistor for the headlights. They are used on scooters mainly that have a on/off headlight switch.
You can call tomorrow and we'll go over it.

yeah I found out that they are "balast resistors"... don't see a connection on the harness for them.

JR is right about this part being used on 50cc and probably other scoots with on/off headlight switches. If your scoot falls into this category, then these resistors have to be connected or you have to run with the headlights on at all times. Without the resistors, the regulator will overheat with the headlights off because it has to shunt the excess charging capacity of the stator to ground. Regulators are designed to handle a certain amount of the shunt load while using the load resistors to handle the rest of the excess charging power when the headlights are off. These resistors help the regulator maintain the proper charging voltage when the lights are off.

Yep. Shawn, does this scooter have a on/off light switch and a dimmer switch? if so I'll tell you how to wire this. Indeed if this is so then that's why the R/R is heating up.

He's talking about the part under the flashing unit that's bolted to the frame with the single white and black wires.
The flasher is above that.
