Also make sure the BOOT CAP on the COIL WIRE is nice and tight, it may not be making good contact with the wire inside the coil wire. You can also unscrew the BOOT CAP off the wire and cut about 1/2 of it to get good clean wire and then screw the BOOT CAP back onto the COIL wire. Also check the wire connectors on the coil they may be loose if so give them a little crimping. Alleyoop

Yes, looks like you have a regular carb on it. Turn that Clockwise until it stops then turn it out 2 1/2 turns.

Ok, tried that screw in a 150 different variations. No luck. I have the air filter back on.
Any chance you could do a Google hangouts or Skype? Long shot but worth asking.

Sorry no, But now with the Air filter on and the 2 1/2 turns out IS THE SPARK PLUG WET? If it did not fire at least once it should be wet, if it is not wet then I would say the PILOT JET on that carb is clogged and or the tiny fuel outlets by the butterfly. Do you have another coil you could try and or CDI? When your cranking it have you tried twisting the throttle a little to see if it will attempt to start? Alleyoop To clear the clogged pilot jet or any part of a carb take Carb Cleaner they come with a thin straw and STICK IT IN the PILOT JET hole and SPRAY. Spray should then come out by the Pilot Jet outlets in PIC #2. Also Spray into the MAIN JET and Spray from there will come out by PIC #3. You Should also SPRAY INTO EVERY AIR INLET on the Air Intake side to possibley clear a clogged air inlet as well. Was it ever running? or what happened that all of a sudden it is not running? It may also be out of time did anyone do work on the stator or flywheel? To check the timeing take the left cover off and line up the mark on the sprocket with the mark on the case: At this point the INTAKE and the EXHAUST valves should be closed and you can check the valve gap .004 inchs on the intake and .005-006 on the exhaust. If at this point the valves are not completly closed then you will have to check the flywheel and check for the woodruff key being damaged causing the flywheel to rotate on the crank. Here is how to check If it is in time as well as if the FLYWHEEL is also in the right place: IF THE POINTER in the inspection hole right above the OIL FILL SPOUT does not show up ROTATE it over once again.
