Thank you for attempting to help. It turns out that the swing arm bracket was for a different model scooter. I got two frames and three engines. The seller had already mounted the engine to the frame, so I mistakenly assumed that he had the right engine/frame combo. He didn't.
All I had to do was swap the bracket from a different engine and now the engine fits fine. Everyone warned me that Chinese scooters may look the same, but the parts will not fit. I can only hope this is the last time I learn that lesson.

I bought a Manco 50cc 4 stroke gy6. It came in parts. I have it running and I am trying to mount the seat, but I have run into a problem. The inner seat compartment will not clear the engine. The access hole in the bottom of the compartment lines up with the carb, but the valve cover hits the front edge of the compartment. I would have to cut quite a bit away to mount it. Since it came in pieces, I cannot confirm the seat is even for this model, but the studs on either side of the frame next to the engine cylinder match the holes in the seat compartment. It also appears that all of the other plastics would match up with the seat if it were in proper position.
I am stumped! Everything looks right on the engine, but something is clearly wrong with the this scooter. Any ideas?
Is there something that could have been put on backwards/upside down that would allow the engine to mount the frame in a higher position than normal? Is there an adjustment to ride height?
