Wiring catastrophe... HEEELP!! 2007 CPI Oliver Sport 2T 50cc

Hello everyone,
My name is Ty. Currently I live in Tucson Arizona. I have roughly 15 years of automotive experience in body shops and custom shops. I am a mad scientist when it comes to wiring and my ability to understand wiring and mechanical aptitude are definitely above average. I've done tons of research and can't seem to get very clear answers without reaching out for a little bit of help. This is the first Forum that I've joined (like... ever... no bullsh!t) and decided surrender and to seek help and advice. I have a voltage tester and circuit reader and know how to use them... so if that helps I'm all for it. I am capable of wiring splicing and tagging my own wiring if needed and am NOT against splitting the harness and splicing where needed. ANY PICTURES NEEDED WILL BE TAKEN AND POSTED... the only reason I haven't posted any pictures here is because I want to basically go step by step and take pictures only of what's needed and when it's needed. One of the things that I found to be the most confusing AND LEAST HELPFUL is when people will go and take a bunch of pictures and post them and then have to post a bunch of other pictures because the original ones werent what was needed. I'm really trying to make an effort to help others by taking a step-by-step, clean, easy to follow approach at doing a simplified wiring setup from the ground up.
I recently picked up a 2007 CPI Oliver City Sport. It's a 50cc 2 stroke. It was in pretty bad shape when I got it. The previous-previous owner carelessly rattle canned the whole thing in black, rims, seat, fairings, gauge cluster, shocks... everything... They also performed some pretty shoddy wiring work and it definitely has that "let's polish this turd and try to sell it" patina to it. It was purchased by a friend who gave it to me to settle a debt. Although a complete moron for purchasing it in the first place, I do need to specify that none of the wiring work was done by this person. I have seen it run and know it kick starts, runs and stops. Beyond that thats it. I took possession of it and have stripped it down to bare frame with the essentials attached. The wiring harness was hacked and horribly spliced in some random places and I USED TO THINK I WAS A WIZ AT WIRING... so it was completely removed. Here's some of the facts. (Sigh...)

Ignition (key cylinder) was removed, the harness side plug was hacked off with what I presume was a pet hamster, maybe a spoon... and wires were REALLY poorly spliced to some junk 3-prong rocker switch. This has been removed so I have bare wiring to modify to my repair needs. I'm totally open to suggestions on where to go with this. I'm thinking the factory starter button will do fine with a hidden kill switch in place of a key. I DO NOT HAVE THE END OF THE HARNESS THAT USED TO PLUG INTO THE IGNITION, OR THE IGNITION ITSELF.
I sh!t you not... there's a small f***ING car battery under the seat (no battery in the standard floor location) that has tested as good. I won't get into how poorly it was wired into the system.
From what I've seen when it was "running" the gauges and lighting were not working. Headlight and brake light have been jumped and both tested as good to go. The speedo wire was there but had no "core" in it. The gauges are going to get tossed anyways in place of an "stereo system" which will be hard wired into the electrical system. At some point I'll need some guidance as to where to safely tap into/create a power source to make that happen.
The starter has been tested (jumper wire tested) and is functional and turns the motor over without an issue. The solenoid has not been verified as working or not.
The standard "performance" mods have been done already, washer in exhaust is gone, as is the spacer in the variator(?).
THINGS THAT DON'T MATTER MUCH:
GAUGES (gas, speedo, indicator lights etc...)
TURN SIGNALS
HERE'S WHAT I WANT/NEED TO GET DONE... AKA MY GOAL.
I want to have a scooter that has the bare essentials. Eventually it will be turned into more of a chopper with custom lighting, paint and some performance gear... but it's gotta run first.
I'D LIKE TO END UP WITH...
A Headlight, brake light, electrical start.
I'm leaving the how-to's and steps and where to starts COMPLETELY up to you all. Did I also mention that the scooter is currently sitting in my atrium in full view from my living room and it's driving my fiance nuts???
