Awesome. I have two days off before thanksgiving so I will check. I am proficient in electronics. I started when I was 10 years old building and repairing electronics. I know how to work on cars and trucks. I'm just hesitant to dive into my scooter without doing some homework first. I can tear down my old 50cc Sundiro and put it back together no problem. But this is a bit more involved.
I know the battery is good. The batt fully charges on a motorcycle trickle/float charger and voltage measures 12.8.
I'm going to follow your next steps to see what's going on. Thank you!

A couple weeks ago I had a charging issue. Turned out to be a faulty R/R. I got a new one and replaced. Everything seemed to be good, then after driving about 500 miles my scoot wouldn't start. I had a dead battery. I found a power plug and charged my scoot for a while. When I turned the key on I noticed that the head lights came on (engine not running). This seems to convey to me that the R/R opened up and is allowing power to go backwards from the battery to to the lighting. Also, with the charger connected over-night the red charging light should have turned green. This is telling me that the battery is draining to ground somewhere and the battery is never fully charging. Probably a resistive drain to the ground through the bad R/R.
When I first installed the R/R I as getting a reading of 17 volts at high RPMs. I refused to ride it. Then when I had time to work on it it suddenly dropped to spec voltage.
Anyone have any input on this?
