Just to update. I tried the fuel/air adjustment with no luck. I got frustrated and took it off cleaned it again and low and behold it worked. I don't know if some junk in the lines got in there (it hasn't ran for two years or better) or if I just missed something. Either way thank you for your help and I'll be sure to use these boards in the future.

Thank you guys your information does help me to understand it more. I, however, still am not sure what's going on with the carburetor. It runs well when the vent line is blocked off and runs rough with it open to atmosphere. Any suggestions on where to look for a fix?

Hello all. My wife was given a Schwinn Valo 150 the other day and it would not run. I replaced the battery and cleaned the carburetor. When I removed the carburetor there was a vacuum hose that had been dry rotted and was loose. Good news is the scooter runs bad news is it will only idle unless I place my finger over the port on the carburetor where the hose was attached, when I do this it will run wide open but will not run idled. The hose was about 3 inches long with a rounded 90 degree curve to it and a larger hose on one end with a 45 degree angle on the end of it. The port for the vacuum tube is on the opposite side of the throttle towards the front. I can't tell if the hose was attached to something other than the carb prior to it rotting off, there isn't any loose hoses or attachments that I can see anywhere. Any help will be much appreciated.
