yep new here , love scooters , i been building gas bikes for a while but scooters are so nice and smooth ....
where do i look for help bought a roketa 150 today for 400 bucks to get to work ..said starts but dont have high revs ...sounds like vacuum or probably diaphragm in the carb ....got it home , took the battery  out of my 86 razz and temporarily put it in the roketa she lights up but starter wont turn over .... 
no real idea where to start ....thank in advance

sounds like carb cleaning also are you holding brake on while you trying to engage starter? check fuse, if so trying jumping the starter relay and see if you get fire.
