Scooter won't charge. Swapped out all the usual stuff. please help.

 apalach214 What was the usual stuff and what is your voltage reading on the battery at idle and at a higher rpm? JR

new stator, R/R, CDI. Bike starts and runs, so ignition is all good. Battery DC volts is 12.25 at startup, then drops to 12. AC volts to the R/R is 30 at 2000 r's, yellow and white wire. I've tried 3 different R/R's. I seem to have good ground everywhere. I added a ground to the stator frame. I did notice that while testing the running lights plug that the DC volts rose and fell. When I got this bike, all the lights up front were blown. Tailite works, brake switches work. Need them to start the bike. I've got to be missing something!
