If you say it is grounded it is grounded what else can I say. But just for your information not one scooter comes with the battery grounded to the motor. They all come with the battery grounded to the frame and another wire from the frame to the motor. Reason is the motor mounts have bushings made out of rubber or plastic and may or may not ground the motor to the frame good enough. Also oil and what not can get in between the mounts and there goes your ground.
Now you say you have spark, is this tested on the motor or frame. It has to spark on the motor.
But what is actually happening, if you have Gas, Spark and Compression it should fire SO one of those THREE is not working when you think it is.
If it does not fire Start with the GAS, pour a teaspoon down the VACUUM connector on the INTAKE MANIFOLD put the Vacuum hose back on and try to start it. IF it is getting spark it should attempt to start and it should fire at least once. If it doesn't then I would check the spark holding the plug on the MOTOR not the frame. If it does not fire grounded to the motor then I would take the KILL WIRE off the CDI and try again If still no spark then you have a few possible problems, BOOT CAP, COIL, CDI, PICK COIL or STATOR. alleyoop
