Yup I'd say that was a Scary Find For Sure. That was done on purpose. I know that there are Really Stupid People in the world, But I can see no reason anyone would do that unless they were trying to say Burn the house down. If so they didn't do it right. Dave that was

Not done on Purpose but seems they were Very Careless. We just happen to find after pulling down the old dry wall ceiling.

I don't know what part of the country you live in, but I can tell you that wiring is no less than 50 year's old. Even in a basement If Inspected would not pass code. The strapping used on wire was made for plumbing not electrical wiring. also the wire's would be run through hole's bored in wood to keep a way from nails.
Dave
P.S. Good luck

The wiring was Original. It was done in the early 40-50s and there really was not much for Codes back then. so the splicing and such actually is fine and is safe. The MORONS that did the DIY remodeling and nailed in to the wires is the scary part. I fell much better now that we have replaced all the old and updated to new.
