Ok, that means the PILOT JET is to big, did someone or you put in a BIGGER PILOT JET? Alleyoop

A couple of other possibilities is:
1. Gas is flowing out of the VACUUM HOSE from the Petcock. a. Take the Vacuum hose on the INTAKE MANIFOLD and see if it is wet from GAS. If so the PETCOCK is bad. b. The ENRICHER is NOT shutting off the EXTRA GAS for cold starts. Alleyoop

What size CARB is it, they may have sold you a bigger one WHICH would have a bigger PILOT JET. Alleyoop

NO GAS on vacuum hose and i can hear the enricher shut off i thought i finaly had it tuned took the old pilot from my old carb its a 32 i think at 2 1/2 turns out it wouldnt stay running at 4 turns it would at 5 1/2 turns counter clockwise from off it stopped increasing in rpms but when i took it of the stand the sound got lower and when i started driving it was sputtering like before and the top speed was 12 mph put it back up on the car port it died put it back up on the stand it started right up let it run heard the enricher go on then off let it idle figured to much gas turned it a !/4 turn clockwise rpms dropped and it died turned it back started up turned it another 1/4 counter clockwise rpms increased turned it one more 1/4 counter clockwise no increase turned it back 1/8 took it of the center stand for a ride same thing as before 12 mph sputtering the whole way i just dont understand

Like I said I think your ENRICHER is still on, just so you know you CANNOT HEAR the ENRICHER it is SLIENT.
Take the ENRICHER OFF AFTER the motor has been running for at least 10 minutes and take a picture of it. Alleyoop

4 and 5 turns out to make it run is TO MUCH which means the #32 Pilot jet is to small. WHAT SIZE CARB IS ON THERE? Alleyoop

when i say i hear the inricher shut off i hear the change in the engine sound when i start it in the mornings it starts at a high rev for a min or so then slows down and idles this past winter when i would start it would go up and down more than once depending on how cold it was that day the carb i got was in a box labeled qmb 139 type 2 i think they got it from parts for scooters. com which i would have done but i didnt want to wait for shipping if i take the enricher of while the scooter os running wont gas shoot out of the hole

Oh ok, so that is what you meant when you said I heard it come on and turn off,due to the idle going up when started cold and then coming down after a few minutes as it warms up( So that means it is working) no need to take it off then.
Now when you are adjusting the carb you do have the air filter attached and no leaks. So right now the #32 is to small if you have to turn the screw out 4-5 turns. Did you do any mods to the AIR BOX or have you a different air filter on it. Alleyoop

stock air box no cash for mods yet paying for a 250 after that mods for the 50 will come ill check the air box in the morning ive taken the carb off at lest 6 times today so it wouldn't surprise me to find a leak now any thing else i should check

Ok, there is really nothing else to check since it is a new carb. The sputtering is all fuel delivery so sonething is not right. Did you take the carb apart and maybe messed something up, it should not be this problematic to get the right fuel fed to the motor. Next time you take the carb off can you take a picture of the AIR INLET SIDE OF THE CARB a straight shot like this: Did you by chance take the top off and DIAPHPRAM out the top is leaking it will not rise the needle out of the main jets defuser and when you twist the throttle nothing but air will come in. i just dont know any more when its on the centerstand it runs when its down it acts like its either getting to much gas or not enough i have no way of sending pictures

Sure you can post pictures here use this it is easy: Alleyoop picturepush.com/host.php?image=100759501. Then click on the "Upload another Image" it is in blue 2. Then you will see an empty square where you can put where the picture is OR CLICK ON BROWSE. That will pop up your computer directories. 3. Find your picture you want in whereever it is on your computer. 4. Then Click on the picture and CLICK on OPEN and it will load it up for you. 5. Then when you see your picture go down to the box that has 640*480 numbers and CLICK on the FIRST URL in that box it will turn BLUE then RIGHT CLICK and CLICK on COPY and then come to the forum and RIGHT CLICK and CLICK ON PASTE.
