Sounds like we're making progress but at about 2 turns on the A/F screw you should in no way be rich? For sure you don't seem to be getting the air flow through the filter to the carb?
Just for kicks pull the air filter element and try it. If it runs better then we need to find out why your not pulling enough air to go with the fuel? Has this carb ever been re-jetted?

Not to my knowledge, 38 and 110 in there now. I thought turning it in gave less gas?

Exactly and you said you started out at about 2-1/2 turns and then turned it in about 1/2 turn which would leave around 2 turns from the bottom. At this setting there is no way it should be rich in any form or fashion.
If the air filter is clean and there are no restrictions at 2 turns you should be on the lean side, no where near rich?
Now if it was sucking air from a vacuum leak or cracked manifold then again it should be lean. The only time I've seen the carb turned down to 2 turns on these scooters is when they are running at a very high altitude 5k above sea level or higher and you've got to make the fuel match the low air.
There just something not right here?

I am going to ride it for a little while and check the plug again and see what it says. What else should I be looking at?

Top end? Now that you've adjusted the carb let's see what it will do. MPG. It should get at least 65MPG if ridden at the 55 MPH range, if that's way off then as I said something still wrong.

When you took the carb apart. Did you take the diaphragm, spring, spring holder and needle out.
I believe the order should be. Diaphragm, needle, spring holder, spring and then the top.
When I first got my scooter, I made this mistake. I put in the diaphragm, spring holder, needle, then spring And the engine still ran and I was able to drive the scooter around. Just super rich and not able to adjust the idle mixture screw.

If it has another notch left raise the needle one notch. If it has no notches left then put a thin washer under the needle clip and raise it a tad any way. I know several who have put in a 115 main jet with great success. JR

RP...yes it is in that order, I checked when I pulled it apart, thanks. JR...I did not check where the needle was when I took it apart, I will try and look this week.

Well I rode it this weekend about 30 miles and it ran better. I did not get it up to full speed because it was windy and it scared the crap out of me. There was no hesitation and it ran pretty strong. It also ran a bit hotter than normal so I have to check the fluid level. I am going to ride it a bit more and check the plug again.

Did you look at the carb needle? If it has a notch left raising it will improve the power and top end.
