Sounds like your Clutch is slipping at low rpms, it may be glazed pretty bad. You can usually sand the glaze off and it will grab better at low rpms. If the scoot has a lot of miles and no clutch work has been done, the clutch springs may be weak and are being thrown out at to low of rpms. That will cause not enough pressure is applied by the pads on the bell due to the low rpms and it slips and it shutters like the dickens. Alleyoop

No, what you heard is for the CLUTCH PULLEY, nothing to do with the CLUTCH itself. That only puts pressure on the BELT and putting more pressure on the belt causes them to run hotter and wear faster(SO DO NOT BOTHER WITH SOMETHING LIKE THAT). Either get a new Clutch or new springs and that will solve your problem. Alleyoop

When someone says check your CVT they are saying the entire drive system. CVT=Continuously Variable Transmission, It uses a belt and adjustable pulleys to transmit power. Alleyoop

the pic of the clutch I posted the pads are larger then stock . it gives you more grab area . You should remove the varaitor and check the rollers . An impact gun should break the variator free , you need to hold the variator when working the nut .
