How do I solve the issue if it's a high rpm vacuum issue? I have tried the fuel cap. It is loose.

I recently picked up a 2002 Kymco People 50. I have replaced the spark plug, the cap, and the computer. The carb has been super cleaned multiple times and I replaced the little float guide pin because it was sticking. It runs super nice at 3/4 throttle almost indefinitely. When I stay at full throttle for a long period of time, eventually it will lose ignition completely. I have to wait and coast along for a bit and then start at a tiny bit of throttle and work it back up to higher rpms. The scooter shop guy says it could be the magneto frwaking out at high rpms but I feel like it is a fuel issue. Sometimes it backfires but usually it doesn't. Is it carb tuning or does the magneto need cleaned?
