Sounds like th bowl float is sticking open or the float needle tip is bad,,,but doubt that caus th machin has so few miles on it

Inspect it really good for any identifying marks or plates,,,or check google images for th correct model /manufacturer,,or send good pics by email to Jim at rapid repair or try parts for scooters,,,once you find out what it is you'll be able to find a wiring harness,,,don't try to repair it,,it'll be a nightmare of epic proportions ,,new is the way to go

It sounds like the stator is putting out a big voltage,,probably wouldn't be a bad idea to reroute the power from the battery,,and as a side not check the output of the stator at higher rpm

Unfortunately the machine has been a study in frustration for you,,I'm truely sorry about that,,,there's nothing worse than a machine that has constant problems,,,one reason when I restore or better resto rod a bike or car I disassemble it completely

Id say either the hot feed coming into the start switch is bad or the switch itself is bad,,,,which we see here on the forums often
