Well, the carb that I have on there now, I'm not sure what size it is. I assumed it was the stock size of what, 18mm? But it might be bigger, which could be causing the problems? Because the other carb didn't have that problem. It just had an idleing issue. I couldn't do much with it, because it was a tamper proof carb. Only had an idle screw.

I've never messed with the carb. Never changed jets or anything. And the scooter I have is a tao tao atm-1 50cc. I have two of them.

Or, here's a though.
When I crashed the first scooter a few months ago, it was acting really boggy. Not quite like this one, but still boggy like a dirty carb. So, The next day, I switched it with a carb that was sent to me on accident instead of another part I ordered. It was from the same place I got the scooter from. The carb they sent me was a little different than the stock carb that came on the scooter. I'm not sure what mm it is, but I'll check that out tomorrow. Anyways, instead of cleaning the carb that was on there, I just slapped that on one it, and I THINK that's when the whole revving up high then going back to idle (like in the video), and revving by itself, ect problems started. I have THAT carb on the scooter we're working on now. The carb that was on there before was having idleing problems after I took the flywheel/stator off the replace the woodruff key. Before that, it was running like a champ.
So, I wonder if the carb that I have on there now is either a carb for a 150cc bike, or maybe it was messed up from the get go.
In fact, I actually have a video of when the OTHER scooter was acting the same way.

I tried, but it didn't really change anything at all. It seems like no matter what I do, it's still the same.
Could it be something else? Was I supposed to put the flywheel on a certain way? Maybe for timing purposes? I was under the impression that as long as I lined up the flywheel with the woodruff key on the crank arm, that it didn't matter.

Yea. When I let it all the way out, the revv gets crazy. If I touch the throttle, it'll revv up and the back wheel will start to turn. It'll kinda settle down if I apply the rear brake.

Yes. Both the throttle and the throttle wheel snap back.

Oh, I turned that screw all the way up, and it just got worse as far as giving it a little gas and it revving up real high. :\
If you look in the 2nd picture I posted, there another screw on the throttle cable wheel on the left side of it. What's that for? Seems kinda like a screw that keeps the throttle wheel from pulling all the way back?
