Yes it is so I know this was a lot of work but put it back together and make sure it's aligned on the key slot and tight, this is not the problem.
If we don't have any luck with the carb then the next step is to check the valves and rings. Like you said we'll not let it beat us.

Ok JR i just gave my old carby a realy good clean out just thought id try and see what happened put it all back together and back on and tries to start still no luck BUT when i sprayed carby cleaner down the carby and tried to start it it was backfiring out where the air filter attaches to also sprayed some fuel down the spark plug hole and she was backfiring in the chamber ? has not backfired like this before since today also I spoke to my sister and she said the quad stopped because of wiring and in total the bike hasn't been started for the last 3/12 yrs

OK that makes me more hopeful of the carb solving the problem. The just stopping of course can be from several things but with it being electrical then the hope is the engine is A-OK. But the sitting isn't good on it. I would go ahead and change the oil and then let's hope the new carb is the answer.
If we have the same results then I'm leaning heavily on a non-seating partially stuck valve and that's not a hard thing to fix and you'll only need a gasket or two to fix this. We might want to actually just for kicks look for a video on removing the head on this engine.
