The red/white wire holds at .015-.018 vac while cranking.

That is you pulse coil , it seems bad that's low . check the other black wire on the two wire plug . See if it is a ground when the key is off or on .

The black wire is a ground when the key is off. Getting nothing with the ignition on.

looks like you need a pulse coil . can find it and post a pic of it ?

I think it is internal . I would jump the green terminal of the ignition coil to the engine . Just see if it starts . Some guys say that the pick/up coil will work at less than .5acv .
Let see if someone else chimes in here as to where the pick/up coil is and comments on the p/u voltage .

First of all welcome to the forum. Let's start over. (1) The Bali 250 has no kickstand switch (2) You have enough voltage from the pulse coil for the engine to fire (3) You have 12Vdc to the CDI which is right on and good Now your CDI wire picture was blurry so I need the exact colors of each wire and then we'll do a test to see if the engine kill switch is bad.
