You said it had a healthly spark so it's not dead? Why would you remove the air filter? Sounds like your system is out of adjustment since you adjusted the A/F screw? Or you've now got a dirty carb with partially clogged jets?
Sounds like it's time to remove and clean the carb and I would highly recommend putting the air filter back on.

Yes without a filter dirt or particles will get sucked into the carb and probably blocked the air passage to your Diaphgram: So here you are open throttle and your needle drops and no gas. Alleyoop See that big opening on the inside top air goes in and raises your Diaphgram and needle if it is clogged your needle will not raise up.

no air filter could cause lack of vacume . Check to see if the carb bowl is getting gas , check compression . Dirt could have caused wear on the inside of the cylinder .

No air filter= crazy lean mixture = possible overheating.
You're gonna have to get an airfilter and set a proper mixture. Aftermarket filters such as open element, will require larger jet.
What you're describing sounds like a ripped diaphragm or an incorrectly set deceleration needle.
That said, nothing about your carb sounds like it is correctly adjusted. I would disassemble and clean the carb. Reinstall air filter and then do a base setting to air/fuel mixture (seat a/f screw and turn counterclockwise 2 1/2 turns.

pull your plug and post a pic . while it is out , put your finger over the spark plug hole and crank the engine . you should not be able to hold your finger on the hole while cranking . I'm interested in the out come I have a scooter that looks a lot like yours .
