So, I don't how which hose is the fuel hose. I did notice a few things. This wire looks frayed (grounding wire?) tinypic.com/r/502vk9/8Yes and it is taped at the end, Fix that wire to ground.
connects to this (seems like just a nut on the frame) tinypic.com/r/2lbyvtd/8these two hoses somehow became disconnected (maybe when I was looking for the fuel ratio screw) tinypic.com/r/k06cjr/8That looks like just the CARB DRAIN HOSE it should be connected to the bottom of the carb.
and this one which is connected to the mounted white box (not sure what it is) tinypic.com/r/6xsvtz/8THIS ONE I Have no idea unless you can tell me where the other end is connected to and a pic of the area around there. Has to be a connector OPEN someplace.
Well the MECHANIC that DID NOT FIX IT it said he tested for spark, I would not believe a thing he said.

Have you checked for FUEL FLOW to the carb? Do you know which hose to take off the carb?

What is the white box in the picture with the hose you don't know about? That's where the hose is connected.

I unmounted it from the frame and it was empty. I'm not sure if there's supposed to be fuel inside. I disconnected the hose that's labeled in white in your picture and it seems to be coming from the fuel tank. I blew into it and I could hear the sound coming from the opened fuel tank lid. The hose that I'm holding in my hand is connected to the bottom of the AD FUEL TANK. The opening smells like gas. I couldn't follow the one labeled in red. It ran along the frame and I couldn't get a good view or feel. I'm guessing something is wrong with the fuel line. I'm actually picking up a UHAUL in the morning to take the scooter to ScooterWorks. I'll try again early tomorrow morning when there's light.

I'm not sure where the air was going when I blowing into it because the tank is fairly full.

Well it appears that is a overflow and vent for the tank. Here is the diagarm for the hoses so the important one is from the PUMP to the AD TANK white plastic and the one going to the carb. So make sure all the hoses are connected to that white plastic piece. So as you can see in the DIAGRAM the important one is FROM UNDER the WHITE PLASTIC PIECE which is the FUEL LINE TO THE CARB and it should FIRST GO TO A FUEL FILTER THEN TO THE CARB.

I pointed to the ones that MUST BE ATTACHED those are the main ones. The other hose on the top just goes to the top of the tank as a VENT. Alleyoop #1, #2, #3 have to be connected Otherwise no gas to the carb. And that white plastic SHOULD HAVE GAS IN IT Because from there is where it flows to the carb or to the Fuel Filter and then to the CARB. IF #3 the VACUUM HOSE from the INTAKE MANIFOLD to the PUMP is NOT connected or has rips in it then NO GAS to the WHITE PLASTIC CONTAINER.

I never got to thank you for your help. I ended up bringing it in to Second City Scooters. It turned out to be a part in the carb that needed to be replaced. It runs but....it's slow. Right when I start it, it's almost moving in slow motion for the first minute or so. I know it takes time to warm up, but this is SLLLLLLLLLLOOOW. It doesn't have the acceleration and I can't get it over 40mph. How do I check if I'm getting full pull on the throttle cable? Is this something I can fix?

Could be several things, First adjust your carbs fuel mixture: This is a step by step procedure so you can't go wrong just take your time. thescooterprofessor.proboards.com/thread/3001/4-stroke-carb-tuningIf that still does not help then you will have to take the CVT cover off and check the weights in the Variator and the belt If you can do that start it up on the center stand and video the CVT as your giving it throttle.
