If Allstate had the scooter covered and refuses to repair or total it I would go to your states insurance board and file a complaint. I know in my state if a insurance company should balk at paying the state would investigate. Most covered bikes seem to get totaled out with less damage than you have. Even taking a hit on depreciation as when totaling you would be way furthor ahead than doing a repair on your own.
Since mine I treat as toys and not a primary vehicle I carry just minimum on 2 of them but I do have full on the big one though.

Finally into reassembly phase, old stay was removed at the weekend and new stay installed. FYI all the wiring that threads through the stay ended up being electrical and easily seperated, so no brake cables etc needed detaching which will save on labor when I actually have to take it to the shop. I've had to order a new headlight and left indicator. new black plastics for the dashboard cover and front leg assembly, and a used new mole1 is on the way. That's all just assembly stuff which I can do most of. Only truly outstanding problem is the forks. From the look of it I'm pretty sure the forks themselves are OK, but the tree that holds them looks bent. Fingers crossed that I can get just that part as replacing the whole steering assembly is a shocking $360.

Dashboard cover and leg assembly arrived yesterday. We're getting there ...
As an aside, I managed to dismantle the front brake so that the pads fell out, is there an easy technique to getting them back in? Seems a bit fiddly.

Actually managed to get some quality time in over the weekend, the whole of the front interior bodywork is now reassembled and the mole1 is assembled with signal lights and headlights. I've yet to attach the mole to the front of the scoot as I need some real mechanics to sort out the messed up forks and they'd just have to remove it again. I'm just hoping that fixing the forks doesn't cost me too much - fingers crossed.
